Since Driver.killTask() is not guaranteed to be delivered, it must be retried
to avoid unnecessarily timing out tasks in {{KILLING}}. This can happen if the
scheduler fails over and doesn't flush its outgoing message queue fully, or if
the connection to the master is lost while killing a task.
