I agree that it should be transparent.  For example, today you could simulate 
what this ticket describes by creating the job with 1 instance, then updating 
it to N instances.  I'm suggesting we allow the user to initiate a server-side 
update on a job that does not yet exist.  This would take full advantage of the 
existing updater knobs.
