Summary: rack limit of 1 is meaningless for single-instance job

I get a scary warning that I'm missing a rack limit for a single instance job.
However, since there's only one instance I don't actually need a constraint for
it.

log(WARN): Job configuration is missing a rack limit value. The current default
is 1. The future value will be: ceil(instance count / 100). Setting a default
of: 1
