Presumably you also want to the Preemptor to play a role in this to re-balance
resources as scheduling demands change.
You're correct about the determination of scheduling order. There was at one
point prioritization in the scheduling queue, but we decided that this priority
was illusory at best due to the dynamic nature of scheduling work and available
resources.
