I've rewritten the breaking changes section at https://github.com/apache/avro/pull/3945 -- is it clearer to follow? As far as I can tell, the `SERIALIZABLE_PACKAGES` system property was moved to a different class and isn't marked deprecated any more. To be clear, I have *zero* objection to rapidly doing a release 1.12.3 that relaxes instantiation in a safe and controlled way that makes Avro more usable, and less breaking-changeable.
