Following up on AVRO-3834. On current main, the Python decimal writer still
builds the unscaled integer without adjusting to the schema scale, so
`Decimal("3.1")` with `scale: 2` can be read back as 0.31. This patch rescales
it for both `bytes` and `fixed`, with round-trip tests for each. As the
description notes, it was prepared with AI assistance and hasn't had a human
review yet.

The CI runs expired awaiting approval without running. Could a Python SDK
maintainer take a look? I can refresh the branch for a new run.
