We should list out a set of expectations for PRs for new contributors. This
will help ease the friction of new contributors of getting their first PR in.
The expectations should answer at lease these problems:
* Latency of review time (Max latency that it takes for a reviewer to respond
to a PR)
* Directions on how to escalate
** What happens if the reviewer takes >5 days to respond to a PR?
** What happens if the contributor and reviewer can't reach a compromise?
** etc.
