   Reviving my old branch to vendor Guava. This work has a few issues:
   
   1. We should not include `BeamModulePlugin` as it has a lot of irrelevant 
stuff for this purpose.
   2. The group should perhaps not be the same, but maybe 
`org.apache.beam-dependencies` or something.
   3. The version should not be tied to Beam version (necessarily)
   4. The classifier and jar name should just be no classifier and standard jar 
name
   5. I have not tried `publish` just `assemble`
   
   But the jar itself has the right contents.
