The start of a troubleshooting guide has been added to the wiki:
[https://cwiki.apache.org/confluence/display/BEAM/Community+Metrics+Monitoring+Playbook]
It is not yet filled-in, because we haven't had the chance to see any failures
which need to be debugged. I suggest we assign any initial bugs to the code
owners ([~Ardagan] and myself), and fill out the troubleshooting guide with
issues as we find them.
