The PortableValidatesRunenr tests use inclusion/exclusion rules for specifying
the tests to run. Currently, these are set centrally in the BeamModulePlugin.
For now, only Flink runs these tests but in the future there will be other
Runners, which will lead to a configuration conflict.
The configuration should be moved to the build files of the Runners.
