The build is failing because of the proto changes in
7a35e80f4c0024298b6f38bbc75dfe8683b73bf9
The artifact server image: dataflow.gcr.io/v1beta3/artifact used by dataflow is
using old proto causing the failure.
Import recent go changes aleast till d2cd5fd634f572ba1373994155e4f2802ced5f66
