Support combiner lifting in portable Flink runner.

This is based on https://github.com/apache/beam/pull/7227 and
https://github.com/apache/beam/pull/7217 .
The other two commits may be easier to understand independently. I had to
change the URNs Python uses because apparently there are two variants of the
combine URNs, and also had to add some plumbing in several places so these URNs
would not be rejected.
