The plan is:
1. Remove --info. Test tasks (at least for Java) should still report test 
output (stderr and maybe stdout) and be available in Jenkins, such as here:
https://builds.apache.org/job/beam_PreCommit_Java_Phrase/524/

2a. If we find tasks that are missing logging on failure (maybe some style 
checks? Go tests?), that's a bug and we should modify these tasks so that they 
log appropriately.
2b. Temporary solution is to modify gradle.properties in the PR (as mentioned 
in the discussion thread linked above). This should not need a "run seed job".
