`DefaultFilenamePolicy.ParamsCoder` used `StringUtf8Coder` for
encoding/decoding `baseFilename` and therefore information whether
`baseFilename resourceID` is file or directory was lost. Using
`ResourceIdCoder` instead fixes this issue.
