Reopening the issue since it breaks our application:
* The PR contains substantial changes but no test coverage
* It isn't clear from looking at this ticket how this change relates to the
existing PTransformTranslation.RESHUFFLE_URN translation (our streaming
pipeline is also using reshuffle)
Can we revert this in master and 2.10 release branch until there is an
opportunity to fully solve it?
