Work Description: robinyqiu opened a new pull request #12214:

This PR does not turn on any function or make any functional change. It
simply sync the full list of functions from
https://github.com/google/zetasql/blob/master/zetasql/public/builtin_function.proto
with the unsupported functions commented out. In the future we can simply
uncomment the entries that are already supported.
