I went over CP requests for RC2 and took another look at #12133. Given that we
have a workaround (to start an extra expansion server), I think we should
proceed with releasing this as planned in 2.24.0. This change also affects the
builds for Direct runner and Job server so it has higher risk potential for
slowing the release train, although looks safe otherwise.
