1. You should use the org.checkerframework annotations. The annotations from
javax cannot be used in all the right places.
2. It looks like it should not be nullable. I do not see any code that does
something specifically with {{null}} and I cannot think of a reason that it
would mean anything.
The main communication channel for the project is the dev@ list, but there is a
