Description:
Replace the implementation to check if error is caused by quotaExceeded (from
getErrorInfo() method) by the quotaExceeded method from ApiErrorExtractor.
Next release of ApiErrorExtractor will update and include [quotaExceeded
method|https://github.com/GoogleCloudDataproc/hadoop-connectors/pull/413].
