Makes some adjustments to JdbcIOTest.testFluentBackOffConfiguration to fix
the flakes observed recently.
The problem seems to be because the initial `connection` is held open for
10s to induce deadlocks in the Beam pipeline, and sometimes the pipeline fails
early enough that `connection` is still open when we get to assertRowCount.
Note the exception is thrown by pipeline.run() so commitThread.join() is never
called, leaving this possibility open.
This PR resolves that issue by using assertRaises on the specific line that
we expect to raise an error, and removes the 10s delay. Instead uniformly
committing the connection once the Pipeline has failed.
