Make the logging connection cleanly shut down when an EOF is received from
the GRPC connection. EOF indicates that the connection was shutdown by the
remote end, so we should similarly shut down on our end.
This is valuable in loop back mode where we see more of the worker side of
logging.
Also, make the "emergency" local log to STDERR more legible vs simply
printing the proto struct.
