This PR uses [go-licenses](https://github.com/google/go-licenses) to find
and download licenses for golang dependencies, then adds the license files to
the Apache Beam SDK docker images for Python, Java, and Go.
Licenses are only added when using -Pdocker-pull-licenses, which is
consistent with the other licenses in [Beam container images
instructions](https://beam.apache.org/documentation/runtime/environments/#building-container-images).
Without -Pdocker-pull-licenses, no licenses/notices are added to the docker
images.
The go-licenses tool is run in a Docker container with a volume mounted to
collect the license files.
The files appear in the docker images in
/opt/apache/beam/third_party_licenses/golang
For example:
`./gradlew sdks:python:container:py37:docker -Pdocker-pull-licenses --info`
`docker run -it --entrypoint bash apache/beam_python3.7_sdk:2.24.0.dev`
`# find /opt/apache/beam/third_party_licenses/golang -type f`
