Work Description: scwhittle opened a new pull request #12688:

Add options, enabled by default, to control both grpc level channel
health checks as well as application health checks for streaming rpcs
sent to streaming engine. This allows for timely detection of channel
errors which otherwise were only noticed once the rpc deadline was
reached. Also add additional debugging information to the status page
and increased control over logging.
