Update on Python 3 porting:
* 98.1% of tests in the py3 test suite are passing. We will be reaching out to
original authors of the still failing tests for help.
* Batch wordcount examples are running end to end with textio
Next steps:
* Set up a Python 3 GCP test suite and start porting all GCP io modules.
* Activate Postcommit tests for Python 3
