We're back up ~4932 subscriptions. It looks like pubsub tests in both python
and Java create orphaned subscriptions. In the Java case I think we could clean
up most of them by having TestPubsub delete any subscriptions to a topic when
it cleans up.
I'm not sure what we could do about the ones from Python though.
