The Go language license dependencies are built when Pdocker-pull-licenses is
specified, which is the default for Jenkins jobs but not interactive builds.
This caused flakiness in Jenkins builds when there were concurrent build steps
for the same SDK because the build used Docker and Docker can have only one
running container with a given name.
This change:
1) adds a random number to the container name to avoid collisions
2) uses the cached output of the golang license generation, to speed up
builds
