Work Description: TheNeuralBit opened a new pull request #13281:

listSubscriptions used to remove the subscription that TestPubsub itself
created, but I didn't port over this logic in
https://github.com/apache/beam/pull/13273. This is very likely the cause of the
SQL PostCommit failures.
The test is supposed to wait until the pipeline under test has created a
subscription before moving on and publishing test data, but it is proceeding
early because it's counting the subscription created by TestPubsub.
