This change increases the client-side deadline for calls to
[CreateReadSession](https://cloud.google.com/bigquery/docs/reference/storage#create_a_session)
from the default value of 10 minutes to 2 hours in order to match the maximum
duration of an initial split operation in Dataflow for a bounded source. This
allows larger BigQuery tables to be processed by Dataflow pipelines, even if
the start time may be non-trivial.
