Under some conditions, `translations.pipeline_from_stages()` after
`translations.sort_stages()` could return a pipeline that was not topologically
sorted due the construction of the tree of parents to subtransforms. This
change ensures that the pipeline is topologically ordered by ensuring that when
a transform is added to the pipeline, each of its ancestors become the last
subtransform of its parent.
