Looked at the error - it happened in setUp() portion of the test scenario and
looks like a network flake or potentially related to
https://github.com/googleapis/python-tasks/issues/25. Looked at the recent
postcommit failures for Py37 and did not see this error. Agree with the
assessment that it does not seem to be a release blocker.
