[BEAM-5091] Run integration test in Python 3 in ValidatesContainer test

Enable tests with tag `Py3IT` in ValidatesContainer Py3 test which will run
with worker harness container image built in previous step. This will verify
functionality of worker container image as well as Python 3 code path.
