Symptoms:
tox -e py37-lint
shows recursion errors:
RecursionError: maximum recursion depth exceeded while calling a Python object
internal error with sending report for module
['apache_beam/dataframe/frames.py']
maximum recursion depth exceeded

maximum recursion depth exceeded
