The ULR currently doesn't provide support for the Message channel in the
JobApi. This feature is very useful for diagnosing problems in failed pipelines
and is pretty important for Python ValidatesRunner tests, so it should be
added. Flink currently supports this, so it could be used as a starting point
for how to implement this.
