We currently assume py27/cp27mu wheel file configuration for SDK wheel files in
[https://github.com/apache/beam/blob/3a182d64c86ad038692800f5c343659ab0b935b0/sdks/python/apache_beam/runners/portability/stager.py#L491,]
To accommodate Python 3 version of whl files, we need to adjust this logic.
