Confirmed that this is a Dataflow side issue. However anyone blocked on this
might consider adding --experiments=shuffle_mode=appliance to their job runs
until next week, once a dataflow release without this specific issue occues.
It's a combination of a dataflow migration, and the Go SDK using their
runner_v2 set up at this time.
