I notice this is a "P1 Improvement"
I have been thinking that separating test flakes from other P1s might be
useful, but also potentially counterproductive. I'm not sure.
Ultimately when it is a P1 "Bug" and you land on it, you are likely enough to
push it to the future. So we may as well acknowledge that and have a way to
quickly distinguish them.
We can also search for P1 issues of any issue type and exclude the "flake"
label.
