Pipeline SDK (for example, Python SDK for Python jobs) already correctly gets
overridden to use containers hosted in GCR but external Beam containers are not
hence we were downloading directly from GCR. This JIRA was to address that for
multi-language Python pipelines. The first fix was incorrectly overriding
Python SDK harness which was already overridden using Python pipeline options
(hence causing some test failures).
