To nitpick: the title and description say "worker" while the components say
"harness". Only Java has a "worker" in the Beam codebase, and WorkItem is a
Dataflow thing so I think that is the scope of this issue? Is it still an
issue? Since it has been open for quite a while is it resolved, or should it be
P2 just to reflect its true priority?
