[~kenn] I have also tested with apache/beam_python3.7_sdk:2.27.0 and got the 
same result. Essentially this is still the boot step in the SDK harness which 
is run by a go script. I wanted to try to remove the extra package installation 
step to see if the execution would then continue but I didn't manage to run the 
goBuild target in the dev contained due to a go get error. It would be very 
helpful just to be able to add the verbose flag to pip to see if it hangs 
somewhere.
