Pipeline options are generally passed unqualified on the command line. As
this is intended for dataflow only (rather than a general option for all
runners) it probably makes sense to call these dataflow service options. (Yes,
it's true that a lot of these options are not so prefixed, but for the most
part they have reasonable meaning outside of dataflow (e.g. job_name) or are
unambiguous (e.g. flexrs_goal).
