pandas community is discussing deprecating level= on these args:

It's noted there that these are implemented by deferring to groupby. They 
actually use groupby.apply 
(https://github.com/pandas-dev/pandas/blob/f2c8480af2f25efdbd803218b9d87980f416563e/pandas/core/generic.py#L10562)
 which would be unliftable if we did it that way. But I think we could do it by 
just calling dropna first.
