Wow. That code sets off some alarm bells. Nothing at this level of XML
processing should be paying attention to bytes, only characters. Furthermore
the XML parser should be used to read the content, not a raw stream. I'm not
sure how deep the problems go, or if they can be repaired short of deprecating
the existing classes and replacing them with a new design. I need to
investigate further.
