Since bounded KafkaIO isn't an intended use-case (until BEAM-2185 is closed),
I'd argue this isn't really a P1 issue. That being said it's not clear that a
bounded KafkaIO is experimental, so I could understand the desire to prioritize
it. Perhaps the resolution for this jira should be to more clearly indicate
this limitation (e.g. raise a warning when KafkaIO is used as a bounded
source)?
