Bump up. In Apache Beam 2.28, `io.grpc:grpc-netty` still has to be excluded
from `org.apache.beam:beam-sdks-java-io-google-cloud-platform` and
`org.apache.beam:beam-runners-google-cloud-dataflow-java` in order to avoid
conflicts.
