Resolution: Won't Fix
Status: Resolved (was: Open)
Closing as "Won't Fix" because there is an easy workaround available: specify
`pipeline.closure-cleaner-level: TOP_LEVEL` in the `flink-conf.yaml` and start
the runner using the `FLINK_CONF_DIR` environment variable.
