Summary: Allow finer grain control of execution state sampling

The default sampling period is 200ms, this works well in most cases but still
if the workload has a fine granularity, state will transition fast, the state
sampling has a chance to fail at sampling anything. We should provide an option
to tune the sampling period which will be helpful in debugging mode.
