Even after https://github.com/apache/beam/pull/14781 5-second timeout for
`BeamFnLoggingServiceTest`, now the PR observes
`GrpcLoggingServiceTest.testMultipleClientsFailingIsHandledGracefullyByServer`
having the same problem.

Note that BeamFnLoggingServiceTest and GrpcLoggingServiceTest have a very
similar setup where three tasks use `CountDownLatch` instances to communicate
the error handling.
