* Updates the "uniquifiying" code run against the transforms in a pipeline
graph to be idempotent.
* That is, running the pieplinex.Normalize routine against the same
pipeline graph multiple times should yeild the same graph.
* This makes it match against the current dataflow submission preprocessing,
incorportating composite scopes names in child names. This matches Python and
Java.
* Enable portable job submission against Dataflow.
Due to some small reliance on the legacy naming inside Google, a package
variable IdempotentNormalize has been added to toggle the behavior. This will
be cleaned up in a few months.
