I also do not know why we are so strict. I believe that this is about which
container image is used. So if we do not ship a container image, there is no
environment (CC @emilymye).
This should not stop a user from trying to launch a pipeline with e.g. Java
14. It should just choose some container that we hope will work, or force them
to choose.
