Description:
Java SDK prior to 2.30.0 references a "java" container for unified worker
pipelines that does not exist because we do not release it.
We have hotfixed for 2.29.0 by force-pushing apache/beam_java8_sdk:2.29.0 to
gcr.io/cloud-dataflow/v1beta3/java:beam-2.29.0 but will need to change
container for 2.30.0+
